Each of those eras fails in its own way. In the older colonials and bungalows near downtown, the original ductwork was sized for a gravity furnace, so the trunks are enormous, the branch runs are undersized, and the second floor is eight degrees warmer than the first every August.
Many of those houses still have a single return in the center hall, which is why closing bedroom doors starves the blower and drives static pressure past what the equipment was designed for. The mid-century ramblers and split-levels around Woodmoor and Franklin Knolls usually have ducts in an unconditioned crawl space or a vented attic, where leakage and missing insulation quietly waste a third of the capacity you paid for.
Split-levels add their own problem: three half-levels served by one thermostat, so the lower level runs cold and the top bedrooms run hot no matter what the system is rated for. Do I need a permit to replace a system here?

A service upgrade is not the only option: smaller backup heat, a real load calculation and load management can keep you inside the existing service. Have the panel evaluated first.
How do you cool the second floor of a Woodside colonial?
Those 1920s and 1930s houses were ducted for gravity heat, so the upstairs runs are small and short on return air. There are three honest options: enlarge the second floor duct where a chase or closet allows it, add a small dedicated system or ductless heads for the bedroom level, or zone the existing system if static pressure testing shows the duct can carry the airflow.
Are there rebates for upgrading HVAC in Silver Spring?
There can be. Pepco runs residential rebate programs on the electric side under Maryland EmPOWER, Washington Gas has its own offerings.
