Wheaton sits a few miles west of our shop along University Blvd, and it is two places at once: a downtown that has grown apartment towers around the Metro, and street after street of 1940s and 1950s Cape Cods and ramblers where the second floor has never cooled properly. We work both, and they are not the same job.
A short drive, not a long haul.
We work out of Silver Spring, so Wheaton is regular territory rather than an outlying call. We know the equipment that is common here and the way these houses were built.

What Wheaton weather actually does to HVAC systems.
Wheaton gets inner Montgomery County weather with an extra complication: tree cover. The Sligo Creek and Northwest Branch corridors, Wheaton Regional Park and the mature canopy through Forest Estates and Kemp Mill shade a great many lots, which keeps yards pleasant and keeps outdoor equipment buried in debris.
July afternoons run near 90 with dew points in the low 70s, so an air conditioner here is being asked to pull water out of the air more than it is being asked to drop the temperature. Winter nights sit in the 20s and 30s with occasional single digit stretches, and the higher ground along Georgia Ave and Randolph Rd catches freezing rain that falls as plain rain a few miles south toward the District.
The specific way Wheaton weather finds a weakness is vertical. In a story-and-a-half Cape Cod the upstairs sits inside the roof, so on a 92 degree afternoon the second floor is absorbing heat through the roof deck on three sides while the thermostat downstairs reads 74 and shuts the system off. The bedrooms never catch up, and the owner turns the whole house down to 68 trying to fix upstairs, which just runs the equipment harder and makes the ground floor clammy.
In January the same geometry reverses: heat rises into rooms that are already leaking it through the roof, and the downstairs runs cold. This is a distribution and envelope problem far more often than it is a capacity problem, which matters, because the usual sales answer is a bigger system and a bigger system makes it worse.
The Wheaton housing stock, and what it asks of an HVAC contractor.
Wheaton built out mainly between the late 1930s and the early 1960s, and the housing reflects that in a way that is unusually legible from the street. Wheaton Hills, Chestnut Hills and Carroll Knolls are brick Cape Cods, cottages and early split-levels on modest lots. Wheaton Forest and Glenmont run to brick ramblers, split-levels and mid-century detached houses.
Kemp Mill and Forest Estates hold larger colonials, splits and ranch homes on bigger, wooded lots, many of them extended over the years with additions the original duct system was never asked to serve. Around the Metro the picture changes completely: Leesborough townhomes, condominium buildings near Glenmont and Wheaton stations, and newer apartment construction downtown, all of it fan coils, vertical stack units and mechanical closets rather than basements and crawlspaces.
The Cape Cods are the ones that define HVAC work in Wheaton. A 1948 Cape typically got a coal or oil furnace converted to gas, then central cooling added decades later onto duct that was sized for gravity heat. Upstairs is served by one or two undersized supply runs threaded through a knee wall, and there is usually no return at all on that floor, so air goes up and has no way back.
Add a finished attic bedroom and the problem compounds. In the Kemp Mill and Forest Estates colonials the issue is more often an addition or a finished basement hung off a trunk with no capacity left, or a two-zone system where one zone was never balanced against the other.
Downtown and in Glenmont the constraints are access and rules rather than ductwork: eighteen inches of working room in a closet, shared condensate risers, a certificate of insurance on file before a technician gets past the front desk.

So your mailing address can read Silver Spring while your house sits squarely in Wheaton. It changes nothing about service, permits or utilities, and it is the same drive for us either way.
What can actually be done about a Cape Cod second floor that never cools?
There is a ladder of options, and the cheap end of it works more often than people expect. First, find out whether the upstairs has any return path at all, because in most of these houses it does not. Adding a return, opening up or resizing the supply runs through the knee wall, and sealing where the ducts leak into the attic are the first three steps. Where a finished attic bedroom will never be served properly by duct, a single ductless head is the honest answer. A larger condenser is almost never the answer.
Who issues the permit for equipment work in Wheaton?
Montgomery County. Wheaton is unincorporated, so there is no separate town process on top of the county one, and replacing a furnace, boiler, air conditioner, heat pump or water heater is permitted mechanical work. The contractor pulls the permit and a county inspector reviews the finished installation, checking venting, gas piping, combustion air, clearances, condensate routing and the electrical disconnect. Ask any bidder whether the permit is in the price and who schedules the inspection.
We are finishing the attic. Can it go on the existing system?
Sometimes, and it needs a load calculation rather than an assumption. A finished attic in a story-and-a-half house is the hardest room in the building to condition: it is inside the roof on several sides, it sits at the end of the longest duct run, and the existing system was sized for the house without it. If the equipment has headroom and there is a route for real supply and return, it can be ducted. If not, a dedicated ductless head serves it better than a long branch that steals air from the bedrooms below.
In a Wheaton or Glenmont condo, what am I responsible for?
Usually the fan coil or heat pump inside your own closet, its thermostat and its drain pan. The shared condensate riser, any loop piping and roof-mounted equipment belong to the building. What that means in practice is that scheduling matters as much as equipment: many buildings want a certificate of insurance on file, some restrict work to weekday hours, and anything on a riser or a roof runs through a building engineer. Yes, and you will not have to explain it. We work in Kemp Mill and the surrounding streets regularly, so scheduling around Shabbat and setting up controls that run on a timer without needing to be touched is ordinary for us. If a system fails going into a weekend, tell us when you call and we will treat the timing as part of the job rather than an afterthought.
What should I look at mechanically before buying a Wheaton house?
Four things in particular. Check whether the second floor has a return, not just supply registers, because that decides how the house will feel every August. Look at the chimney: if the furnace vents in PVC out a sidewall and the water heater still vents into the masonry flue, the water heater has been orphaned on a flue far too large for it, and that is a real combustion issue rather than a technicality. Read the age plates on the outdoor unit, the furnace and the water heater. And ask whether permits were pulled for any equipment already replaced.
