Sometimes, yes. An 80 percent furnace keeps using the existing chimney, which avoids cutting a new sidewall vent and avoids leaving your gas water heater alone on an oversized flue. Short cycling on a heat call usually means the furnace is overheating and the high limit is protecting it. The cause is almost always airflow: a loaded filter, closed or blocked registers, a return that is too small, or a blower turning slow on a weak run capacitor. We measure static pressure and temperature rise rather than guessing at parts.
Should I be worried about carbon monoxide from an older furnace?
Worried is the wrong word, but you should have it tested. A cracked heat exchanger or a blocked flue is not something you can see or smell reliably.
