Common questions.
My upstairs never cools but the AC seems to be running. Is it broken?
It may be running fine and simply losing the air before it arrives. In White Oak split-levels the usual causes are separated duct joints in a crawl space or attic, a return too small for the cooling load, and a thermostat on the middle level reading a temperature the bedrooms never see.
